The Competition and Markets Authority (CMA) is launching an initial review of competition and consumer protection considerations in the development and use of AI foundation models.
Foundation models, including large language models and generative artificial intelligence, have emerged over the past five years and have the potential to transform many aspects of people’s lives and businesses.
The review aims to ensure that AI innovation continues to benefit consumers, businesses, and the UK economy, in line with the government’s overarching principles for AI: safety, security and robustness; appropriate transparency and explainability; fairness; accountability and governance; and contestability and redress.
The initial review will examine how the competitive markets for foundation models could evolve, explore the opportunities and risks these scenarios present for competition and consumer protection, and produce guiding principles to support competition and protect consumers as AI foundation models develop.
Sarah Cardell, chief executive of the CMA, highlighted the importance of making the benefits of AI technology accessible to UK businesses and consumers while protecting them from issues such as false or misleading information.
The CMA is seeking views and evidence from stakeholders and has set a deadline for submissions of 2 June 2023.
