The Royal Institution of Chartered Surveyors (RICS) has announced the establishment of an interim Standards and Regulation Board.
The new board, put into place on 22nd July 2023, is set to ensure continuity of RICS’s independent regulatory functions following the Bichard review recommendations.
The interim Chair role was filled following a series of interviews conducted last week. This position is purposely not held by an RICS member to ensure independence. The Appointments Panel, including RICS President Ann Gray, RICS interim Senior Independent Governor Lord Bichard, Dame Glenys Stacey, and Des Hudson, appointed Nigel Clarke as the Interim Chair.
Nigel Clarke brings four decades of experience, notably his most recent role as chair of the General Pharmaceutical Council. He also holds a role as an elected Governor of Chelsea & Westminster Hospital NHS Trust, amongst other positions supporting professional bodies.
Other appointees include Peter Smith FRICS, Chair of the CPD Framework Steering Group, Keith Thomas FRICS, Chair of the Qualifications and Assessments Committee, and independent members Yo-Hann Tan and Lynne Livesey.
Upon his appointment, Clarke said: “The independent regulatory function of RICS is of utmost importance in protecting the public interest and ensuring trust in their professionals.” He expressed his eagerness to begin his new role and to use his experience in the regulation sector to uphold the high standards of the institution.
RICS President Ann Gray added: “Nigel’s experience working with regulatory bodies and across a number of high-profile organisations in senior roles makes him an excellent appointment, and I am optimistic about the future of the board moving forward.”
The Standards and Regulation Board is responsible for exercising RICS’s regulatory functions, including strategy, governance, structure, policy, and operational oversight in the public interest.
The board reports to RICS Governing Council and oversees professional standards, entry and admission to the profession, education and qualification standards, regulatory operations, dispute resolution services, and the Regulatory Tribunal.
