Homes England sets out plan to accelerate delivery of new homes

Homes England has today, 11th December 2025, set out a new strategy aimed at speeding up the delivery of new homes. 

The agency published its strategic plan for 2025 to 2030, focusing on increasing housing supply, speeding up delivery, and supporting more social and affordable homes. 

The plan aims to unlock private investment, work with local leaders, and boost the number of homes built across the country.

Key points include a bigger push for social and affordable housing, more private investment in housing and mixed-use schemes, and stronger partnerships with mayors and local authorities. 

The plan also highlights the need for safe, secure, and decent homes, with a commitment to safeguarding residents.

Homes England will tailor its support and funding to fit local needs and help deliver homes at scale.

The agency has also published an investment roadmap. 

This sets out priorities for investment and gives partners more information on how they can work with Homes England. 

It outlines the direction for the new National Housing Development Fund and the National Housing Bank, both expected to launch by April 2026.

Housing Secretary Steve Reed said: “Homes England is playing a key role in building more new homes by bringing in essential private investment and supporting the biggest boost to social and affordable housing in a generation. 

“The launch of their new plan today kicks off a new phase of working together to invest in housebuilding at scale that will help us bring the housing crisis to an end.”

Pat Ritchie CBE, Chair of Homes England, said: “This Strategic Plan marks the start of a new chapter of strengthened collaboration, innovation, and delivery at scale. 

“Through partnership and a deep understanding of local needs, we can create a much-needed step change in the delivery of new homes, including social housing, and affordable communities– directly addressing the needs of current and future generations and ensuring everyone can have a safe place to live and thrive.”

Amy Rees CB, CEO of Homes England, said: “I am proud to lead this organisation as we build on previous successes, embark on delivering our new Strategic Plan and continue our preparations to launch our new funds and the National Housing Bank by April 2026. 

“Our team will work with focus, pride, dedication and skill in equal measure, alongside thousands of partners across the country, to accelerate the delivery of homes, infrastructure and places that communities want and need. 

“Alongside our commitment to national expertise and the creation of a specialist National Housing Bank, we are significantly strengthening our regional teams to ensure support is tailored to the needs of places and partner organisations.”

Rees added: “This includes the imminent appointment of experienced leaders to head up each team, working hand-in-glove with mayors, local leaders and the wider housing and regeneration sector.”

Homes England said the plan answered calls from partners for more flexible, long-term support and funding. 

The agency will work closely with local teams, bringing in new leadership to strengthen regional support and deliver new homes in the North, South, Midlands and other areas. 

The plan is part of the Government’s wider aim to build 1.5 million homes in this parliament.
