Stable housing and consistent support key to reduce homelessness, report reveals

The Housing Network published its Social and Environmental Impact Report for 2024/2025, which found that access to safe, stable homes played a key role in preventing homelessness and helping people recover after a crisis.
The report covered work with nearly 17,000 residents over the past year, including people leaving prison, and highlighted growing demand for services.
It revealed that 71% of residents engaged with support services.
Additionally, the report found pairing stable housing with consistent support helped people move forward and worked better than short-term solutions.
Gary Teper, managing director at The Housing Network, said: “Homelessness isn’t as a result of a lack of effort from services, but by a system that too often expects people to stabilise without giving them the right foundations to do so.
“This report reflects what we see every day. When people have access to safe accommodation and consistent support, outcomes improve.
“But without that vital support element we are setting up residents to fail, crisis becomes inevitable.”
Teper added: “If we are serious about ending homelessness, services must be designed around people’s needs, not around short-term convenience or cost.”
The report found short-term or light touch accommodation wasn’t enough for people with higher or complex needs, and instability increased when people were expected to live independently before they were ready.
Other findings included the need for joint working between housing providers, probation services and local authorities, and the importance of structured support pathways for people with complex needs.
The report also set out The Housing Network’s approach to responsible housing management, partnerships, and improving environmental performance across homes.
Quality, safety and governance were highlighted as key areas as demand for services increased.
