Laura Greenman has been appointed as the new head of HCR Law’s planning, highways and environment team.
A ‘Recommended Lawyer’ in the 2025 Legal 500, Greenman has been with HCR since 2018, and her career has progressed significantly during this time.
She will now lead the team across England and Wales, providing support to clients nationwide.
With experience advising both public and private sector clients, she has acted for the local planning authority on the North East Malvern sustainable urban extension.
This project involved a mixed-use, 52-hectare development that is set to deliver 800 new homes, employment land, and leisure facilities.
Greenman’s appointment came as the built environment industry faces critical changes, including the incoming National Planning Policy Framework and the Government’s target of delivering 1.5 million new homes in this Parliament.
She has been invited to various industry events, including discussions with Homes England focused on unlocking development in the Midlands.
Greenman’s role followed the recent growth of HCR Law’s Real Estate team, which saw Kelly Davies join as partner and head of Real Estate Finance.
Greenman said: “I am delighted to take up the role of Head of HCR’s Planning, Highways and Environment team.
“We are entering a key moment for the sector, with a number of incoming changes that will affect all parties involved.
“HCR Law is a market leader and is already supporting clients to deliver their projects nationwide against the current backdrop.
