Agents must lead through professionalism as housing reforms take shape – Propertymark

Propertymark called on agents across the UK to focus on professionalism as housing reforms take shape in each nation.

New rules like the Housing (Scotland) Act 2025, along with changes in England, Wales, and Northern Ireland, mean agents will need better skills and qualifications.

The reforms include rent control areas in Scotland and new tenant rights in England.

Propertymark has pushed for qualifications to protect standards, help agents, and support consumers.

The group said agents should be proactive and upskill to keep up with change.

Propertymark stated that agents who get qualified can prove their skills, avoid fines, and earn trust in a market facing more competition.

Unqualified agents could risk reputational damage and financial penalties if they do not meet new legal requirements.

Gary Elliott, head of education at Propertymark, said: “Professional development isn’t just about ticking a compliance box; it’s about building confidence and credibility in every part of the job.

“The pathways we’ve created make access and progression achievable for everyone, whether you’re new to the industry or an experienced professional expanding or demonstrating your knowledge.

“With the wide range of resources available through Propertymark Learning, agents can gain qualifications and take shorter specialist courses to strengthen their expertise and maintain a professional edge.”
