The FLA said changes represented a step towards a fairer complaints system.

Tenant complaints rose to an estimated 4,220 in 2025, up from 2,863 the previous year.

The report found that property auction complaints represented 5% of all complaints received by the Ombudsman in 2025 and 9% of all residential sales complaints.

Insurance complaints rose by more than 72,000 in six months, making the sector the biggest contributor to rising UK financial complaints, according to analysis by MyHealthPal.

The main factors for escalating property issues were the likelihood of action, the impact on service charges, available guidance, and cost.

The change allows the ombudsman to step in if a landlord’s performance is below others on key measures.

Total redress paid in 2025 H1 went up 20% to £283m from £236m in 2024 H2.

More than 73,000 consumers contacted The Property Ombudsman in 2024, with £1.49m awarded and tenant-related complaints driving case volumes.

Overall, financial services firms received 1.87 million complaints throughout the second half of 2023, marking a slight decrease of 1% from H1.

The revised scheme provides clarity around what people can expect when they complain.

The Financial Ombudsman Service has launched a consultation on proposed amendments to how it reports business-specific complaints data, aimed at incentivising businesses to settle complaints proactively.
